Standards that pertain to computation of whole numbers and decimals for the state of Pennsylvania:

Grade 3:
Solve single- and double-digit addition and subtraction problems with regrouping in vertical form.

Grade 8:
Add, subtract, multiply and divide different kinds and forms of rational numbers including integers, decimal fractions, percents and proper and improper fractions.

Editor's note: Yes, this is really all Pennsylvania has to say about computation. Since they give no indication as to level of difficulty at any grade level other than grade 3, we can only assume that they intend students to be able to add, subtract, multiply, and divide whole numbers and decimals, at any level of difficulty, by the end of grade 8.
